Larger Apartment Sizes

New
regulations by Dublin City Council to increase the size of apartments
by at least 25% have been passed. They were brought about in the hope
of reducing urban decline in inner city areas. With land prices at premium
prices, apartments were becoming increasingly smaller to make development
worth while. However this means that as people start families they have
to leave exisiting neighbourhoods for the suburbs in search of larger
accomodation. Infrastructure such as schools, transportation, shops
and roads are already well developed in these existing neighbourhoods
and in some cases, like Balbriggan, are now in decline as they are not
in use any longer.
The new regulations recommended by a team of architects stipulate that
apartments in the city should be at least 85 sq.m and dual aspect where
possible, they will have minimum standards for ceiling height, storage
spaces and play areas. They further insisted that in order for this
to be viable the council will have to allow higher buildings in some
areas of the city such as Heuston Station, the Docklands Area, Liberties
& Tara Street. Builders claim that these regulations will make apartments
in the city more expensive.

House
Prices drop by 4.7% in 12 Months

Results from the latest Permenant tsb/ESRI House Price
Index have confirmed a downturn in house prices. Average national houses
have declined by 1.3% in October of compared with a decline of 0.3%
in September. Over a period of the last 12 months - October 2006 to
October 2007 - the decline is calculated at 4.7%.
The average price paid for a house in Ireland in October now stands
at EUR 295,469, compared with EUR 309,963 in October last year. The
most notable decline was seen in the Dublin comuter belt areas such
as Louth, Meath, Kildare & Wicklow which are down by 5.5% for the
year. Contrary to popular belief that the country areas have suffered
a significantly larger decline the figures for Dublin & the rest
of the country are relatively close with the later declining by 4.9%
over the previous 12 months to the end of November compared with 4.8%
in Dublin.
Niall O'Grady, Head of Marketing at Permenant TSB said
that there was little surprise in the recent figures, consumers are
weary and cautious in the face of recent events. This downturn in property
prices has caused a risein the rental market as more people deferr their
decision to purchase.

New Property Management Laws

Speaking
at the official opening of the soon to be headquarters of the Property
Services Regulatory Authority in Navan, Minister for Justice, Brian
Lenihan said that new laws governing property services are a priority
for him. This is good news for property buyers and sellers alike as
it guarantees them accountability from their service providers.
He
inisisted that recommendations contained in a study by the Law Reform
Commission would be implemented sooner rather than later. He also announced
a voluntary code of practice for thoes involved in the property service
industry. The bill is expected to be passed next year, giving the Property
Services Regulatory Authority real power in this area.
